The university as described in the scenario requires a fundamentally different approach to funding, value creation, and resource allocation.
We describe the revenue landscape of the university, including the potentially changing role of government funding and the growing importance of being more self-sustainable. The main differences in the business model of the future university are elaborated upon, followed by a SWOT analysis of its key characteristics. We also share a collection of which could form the basis for future research in the development of the financial model. Just as in the developed scenario, this elaboration on the business and financial model is focused on the educational activities of the university. The research activities still exist and are essential, also in the integration with education, but will not be explicitly highlighted on this page.
This page is a reflection on the future university in comparison to the current situation. This is why, unlike other parts, this text is written in the future tense.
Trends in funding streams
The revenue of Dutch universities can be divided over four main streams. The biggest revenue stream comes directly from the government, which is a combination of funding per student, grants, and subsidies. The second largest revenue stream comes from work commissioned by third parties, which can be national and international governments, non-profit institutions, and companies. This is followed by revenue generated through tuition fees. The fourth, and smallest, revenue stream is a combination of all other (Rathenau Instituut, 2025).

The main differences are elaborated upon. This is not an overview of the full business model but is explicitly focused on the elements that are typical for a fourth-generation university (Giesenbauer & Müller-Christ, 2020).

The organizational structure and governance of the university will see significant changes, but the creation of these elements is beyond the scope of this project. However, a lot of input was collected during the various workshops and co-creation sessions. Based on this input, a set of university principles was developed. These university principles acted as the norms and values of the university in the creation of the desired future and should also be taken into account in the development of a detailed organizational structure and governance. Next to that, design principles are constructed for the organizational structure and governance which can act as guidance for future research on this topic.

Financial Model
Creating a financial model for the educational activities of the University of the Future requires fundamental shifts to support an adaptive, transparent, and strategically aligned institution. The model must enable the university to respond to rapidly changing societal challenges and opportunities. The creation of a detailed financial model is beyond the scope of this project.
