RESEARCH PROFILE

Valentina Cortés-Urra is a postdoctoral researcher in the research group Urbanism and Urban Architecture (UUA) at the Department of Built Environment of Eindhoven University of Technology (ϸ). Valentina is an architect, urbanist, and geographer who focuses on investigating sustainable and adequate housing alternatives for vulnerable populations, the influence of housing and the urban environment on residents' social relations, and intergenerational and community-based approaches to housing. Cortés-Urra is a researcher in the UrbanLabs team and the ‘Home for All’ project, developed by the ϸ with local and national partners, focused on engaging partners, students and professionals in designing sustainable housing for youth at risk of homelessness. Together with Dr. Oana Druta and Dr. Pieter van Wesemael, she investigates Housing-First approaches and adequate housing models for reducing homelessness in the Netherlands. Her research, funded by the Dutch Research Agenda (NWA), aims to contribute to systemic change for people experiencing homelessness by evaluating Dutch regional and local housing policies, investigating innovative housing designs, and proposing policy strategies. This research supports the Dutch National Action Plan 2023-2030 and is carried out with 30 partners, including universities, designers, advocates, housing and healthcare organizations. Valentina is also an associate editor at the Journal of Housing and the Built Environment, and part of the international scientific committee at Urbe, Arquitectura, Ciudad y Territorio from Universidad de Concepción and Habitat y Sociedad journals from Universidad de Sevilla.

Housing is more than just housing”—it is not enough to provide housing with adequate materials, habitability and access to urban amenities; housing is a “home for its residents” and the place where they build social relationships and they feel they belong.

ACADEMIC BACKGROUND

Valentina Cortés-Urra is a Chilean architect with a Master’s in Geographic Analysis from the Universidad de Concepción, where she graduated with distinction. During her studies, she served as a teaching assistant in architecture theory, territorial analysis, and environmental standards, and collaborated in the accreditation of the Master’s program. Professionally, she worked as an architect, urban planner, and landscaper on projects such as Parque Yumbel and Parque Quilque, and as an urban analyst for the Urban Development Plan of Hualpén. Her early research focused on vulnerable and middle-income families, exploring social housing, informal settlements, and policy-driven urban transformations in Tucapel Bajo (1985–2014) and Lomas Coloradas (1990–2015). In 2018, Valentina was awarded the Becas Chile en el Extranjero for academic excellence by ANID to pursue doctoral studies at Delft University of Technology in the Netherlands, where she obtained her PhD in Housing Management in 2025. Her dissertation, Collaborative Housing in Chile: Policy, Precedents, Scenarios, and Long-term Implementation Strategies, examined how collaborative housing can address social deficits, foster cohesion, and support inclusive and sustainable futures. Her work bridges housing studies, urban planning, and policy analysis, with a focus on collaborative housing models, institutional arrangements, social sustainability, intergenerational living, homelessness, energy poverty in housing, and participatory processes in urban development.
