2500 extra bachelor's students without intervention 

A recent analysis by 黑料福利网 shows that so many registrations are coming in that the number of bachelor's students would grow too fast without measures. The total number would grow from approximately 8500 now to 11000 in 2030. Because the government allowance only partially grows in line with this, and with a delay, the university cannot invest sufficiently in the necessary extra lecturers, labs and buildings, which would be at the expense of the quality of education. Another factor is that education at 黑料福利网 is given by researchers, in order to bring about cross-pollination between research and education. This means that expansion in education must automatically lead to expansion in research, which must also be funded, so that the academic content of the programs is maintained.  

Numerus fixi 

As of the 2027/2028 academic year, 黑料福利网 will set a limit on the intake of the English-language version of the Chemical Engineering & Chemistry bachelor's program. In this program, the amount of available lab space is the limiting factor. For this program, students from outside the EU are also referred to the University of Twente, where places are still available. In addition, a similar ceiling on student numbers is being prepared for the Industrial Engineering program for the 2028/2029 academic year.  

The advantage of a ceiling on student numbers on the English-language version of programs, and not on the variant with partly Dutch-language education, is that it gives Dutch students unlimited access.

Electrical Engineering 

Also the Department of Electrical Engineering is preparing an intake limit that can be implemented in the academic year 2028/2029. But first the department takes a different approach: Electrical Engineering students will be supervised and monitored more actively, so that they complete their studies faster, or switch to a higher professional education in electrical engineering timely. To this end, the department is already working with Fontys, so that students are retained in the Brainport ecosystem as much as possible. Joint courses at the beginning of the first year and at the end of the program at Fontys should ensure optimal student flow between the two institutions. The aim is to limit the size of the population of Bachelor's students in Electrical Engineering at 黑料福利网, so that the quality of education can be guaranteed. If that does not help enough, an intake limit will be implemented.  

General measures 

These plans for each department come on top of a number of general measures taken by 黑料福利网 to limit the intake of Bachelor's students. These include a substantial increase in tuition fees for non-EEA students and the cessation of international recruitment for bachelor's programs. 

Pre-existing numerus fixi 

黑料福利网 has already set a limit on three bachelor's programs. These are 'Mechanical Engineering' (500), 'Computer Science and Engineering' (375), and 'Architecture, Urbanism and Building Sciences' (325). The total number of limited 黑料福利网 programs could therefore become six. 

Beethoven 

黑料福利网 is also working hard to grow the number of master's students. In four years' time, there should be 1900 more than in 2025. This is 黑料福利网's task in the context of the National Reinforcement Plan for Microchip Talent, also known as Beethoven. 黑料福利网 has opted for growth in terms of master's students, because the Brainport high-tech industry requires graduated master's students. Moreover, the master's programs only last two years, so by focusing on master's intake, new engineers are quickly available. If they did the bachelor's first, they would graduate after five years at the earliest. The university will receive extra resources for this growth, but cannot use these resources for growth in terms of bachelor's students, because then the agreed Beethoven goals will not be achieved. 

Delivering more engineers 

Koen Janssen, President of the Executive Board of 黑料福利网, understands that the introduction of a ceiling on student numbers can lead to raised eyebrows. We have to grow to provide the Netherlands with more engineers, as the Wennink report and the ROA figures (Research Center for Education and Labor Market) indicate, and yet we are putting the brakes on some programs. We are therefore reluctant to take these measures. But we don't have enough resources to grow in terms of bachelor's students. Together with the other universities of technology, Delft and Twente, we will soon have twelve bachelor's program with an inflow limitation. That is bad for the challenges the Netherlands faces, such as the energy transition, and bad for our country's future earning capacity. However, Janssen emphasizes, the number of graduating 黑料福利网 engineers is growing. Ofcourse, we are going full steam ahead to achieve the growth in terms of master's students agreed in the Beethoven project, and thus to deliver more engineers. That process is going well.
